This evening, the long expected Riga Summit will start with the EU leaders‘ working dinner with the heads of government from the Eastern Partnership countries. President Aliyev from Azerbaijan will not be able to attend, and is represented by his deputy head and the minister of Foreign Affairs.
According to EurActiv , the EU plans to take a two-tier approach towards the Eastern Partnership, strengthening relations with Ukraine, Moldova and Georgia while relations with Armenia, Azerbaijan and Belarus will be more loosely structured.
